Prof. Shinichiro Haruyama received an M.S. in engineering science from University of California at Berkeley in 1983 and a Ph.D. in computer science from the University of Texas at Austin in 1990. He worked for Bell Laboratories of AT&T and Lucent Technologies, U.S.A from 1991 to 1996, and for Sony Computer Science Laboratories, Inc. from 1998 to 2002, when he joined Keio University. Other than his research activities of free-space optical communication, he made an effort to establish the standardization of IEC 62943 “Visible light beacon system for multimedia applications” in 2017 which can be used as a universal ID for visible light transmitters.

Prof. Yeong Min Jang received the B.E. and M.E. degrees in electronics engineering from Kyungpook National University, South Korea, in 1985 and 1987, respectively, and the Ph.D. degree in computer science from the University of Massachusetts, USA, in 1999. He was with the Electronics and Telecommunications Research Institute, from 1987 to 2000. Since 2002, he has been with the School of Electrical Engineering, Kookmin University, Seoul, South Korea, where he has been the Director of the Ubiquitous IT Convergence Center, in 2005 and 2010, the Director of the LED Convergence Research Cen-ter, since 2010, the Director of the Internet of Energy Research Center, since 2018, and the Director of the Telematics Research Institute, since 2021. He has organized several conferences and workshops, such as the International Conference on Ubiquitous and Future Networks, from 2009 to 2017, the International Conference on ICT Convergence, from 2010 to 2016, the Interna-tional Conference on Artificial Intelligence in Information and Communication, from 2019 to 2021, the International Conference on Information Networking, in 2015, and the International Workshop on Optical Wireless LED Communication Networks, from 2013 to 2016. He is a Fellow of the KICS. He had served as the Executive Director of KICS, from 2006 to 2014, the Vice President of KICS, from 2014 to 2016, and the Executive Vice President of KICS, in 2018. He was also the President of KICS, in 2019. He served as the Chairman for the IEEE 802.15 Optical Camera Communications Study Group, in 2014, and the IEEE 802.15.7m Optical Wireless Communications TG. So, he successfully published IEEE 802.15.7-2018 and ISO 22738:2020 standard. He is the Chairman of IEEE 802.15.7a Higher Rate and Longer Range OCC TG, since 2020.

Prof. Murat Uysal (S’98–M’02-SM’07-F’yy) received the B.Sc. and the M.Sc. degree in electronics and communication engi-neering from Istanbul Technical University, Istanbul, Turkey, in 1995 and 1998, respectively, and the Ph.D. degree in electrical engineering from Texas A&M University, College Station, Texas, in 2001. He is currently a Full Professor and Chair of the De-partment of Electrical and Electronics Engineering at Ozyegin University, Istanbul, Turkey. He also serves as the Founding Di-rector of Center of Excellence in Optical Wireless Communication Technologies (OKATEM). Dr. Uysal is an IEEE Fellow and active contributor to his professional society. He was the Chair of IEEE Turkey Section (2015-2019) and the Chair of EU COST Action OPTICWISE (2011-2015). Over the years, he served as an Editor for IEEE Transactions on Wireless Communi-cations, IEEE Transactions on Communications, IEEE Transactions on Vehicular Technology, IEEE Communications Letters, Wiley Wireless Communications and Mobile Computing (WCMC), Wiley Transactions on Emerging Telecommunications Tech-nologies (ETT) as well as Guest Editor of IEEE JSAC (2009 and 2015).

Prof. Koji Kamakura (S'99–M'02) received the B.E., M.E., and Ph.D. degrees in electrical engineering from Keio University, Yokohama, Japan, in 1997, 1999, and 2002, respectively. He is a Professor at Department of Computer Science, Chiba Institute of Technology, Chiba, Japan. From 2002 to 2006, he was an Assistant Professor at the Department of Electronics and Mechanical Engineering, Chiba University, Chiba, Japan. From 2006 to 2015, he was an Associate Professor with the Department of Computer Science, Chiba Institute of Technology, Chiba, Japan. He was a Visiting Professor at Heudiasyc, Université de Technologie de Compiègne, France, from April 2013 to March 2014. He was a Visiting Scientist at the School of Information Technology and Engineering, University of Ottawa, Ottawa, ON, Canada, in 2002 and 2003. From 2000 to 2002, he was a Special Researcher of Fellowships of the Japan Society for the Promotion for Science, for Japanese Junior Scientists. His research interests include optical communication theory and system analysis. He is a Member of the IEICE. He received the 14th Telecom System Technology Award for Students from the Telecommunications Advancement Foundation in 1999 and the Ericsson Young Scientist Award in 2002.
